This package contains all257selected municipal records, including23excluded from ratios. Run `python reproduce.py` to check the calculations against results.json. Source numeric inputs are preserved in municipal-derived.csv. Empty numeric cells are missing; zero is a reported zero. Methods and source hashes are in the JSON files. Ratio values in the CSV are per one monograph held, not percentages. The original official CSV/XLSX/report remain available at the linked source URLs. This is a descriptive complete-case analysis, not an adequacy ranking.
